第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會第一次(ci)會議,共收到提(ti)(ti)案表126份,經提(ti)(ti)案委(wei)員會專題會議審議后(hou),歸(gui)類整理(li)出64件提(ti)(ti)案、31個(ge)意見和(he)建議、5個(ge)不立案議題。

  具(ju)體情況(kuang)如下:(一(yi)(yi))對(dui)(dui)符(fu)合(he)黨和國(guo)家政(zheng)策法(fa)規,學(xue)校(xiao)有(you)(you)條(tiao)件(jian)(jian)辦理,又確(que)實(shi)需要辦理的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an),提(ti)案(an)(an)(an)(an)委員會將(jiang)80個(ge)(ge)議(yi)題整(zheng)理合(he)并為64個(ge)(ge)正式(shi)提(ti)案(an)(an)(an)(an);(二)對(dui)(dui)一(yi)(yi)些不符(fu)合(he)立案(an)(an)(an)(an)要求但有(you)(you)參考價值的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an),提(ti)案(an)(an)(an)(an)委員會將(jiang)41個(ge)(ge)議(yi)題匯(hui)總整(zheng)理為31個(ge)(ge)意見和建議(yi),匯(hui)總后轉送有(you)(you)關(guan)職能部門,逐(zhu)條(tiao)向(xiang)提(ti)案(an)(an)(an)(an)人(ren)(ren)(ren)回復;(三)對(dui)(dui)屬于(yu)個(ge)(ge)人(ren)(ren)(ren)問(wen)題提(ti)案(an)(an)(an)(an)、或提(ti)出的(de)(de)(de)(de)(de)問(wen)題正確(que),但已經解決(jue)的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an),以及一(yi)(yi)時(shi)沒(mei)有(you)(you)條(tiao)件(jian)(jian)解決(jue)的(de)(de)(de)(de)(de),可(ke)向(xiang)提(ti)案(an)(an)(an)(an)人(ren)(ren)(ren)做出解釋的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an),則不予立案(an)(an)(an)(an)。(四(si))5個(ge)(ge)不立案(an)(an)(an)(an)議(yi)題:第(di)一(yi)(yi),關(guan)于(yu)為來(lai)深探望子女的(de)(de)(de)(de)(de)父(fu)母(mu)提(ti)供臨時(shi)住所的(de)(de)(de)(de)(de)建議(yi)。不立案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):學(xue)校(xiao)西麗湖校(xiao)區設有(you)(you)招待(dai)所,可(ke)以滿足需求;第(di)二,關(guan)于(yu)建議(yi)學(xue)校(xiao)為各二級學(xue)院單(dan)位配備急(ji)(ji)救箱的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an)。不立案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):急(ji)(ji)救工(gong)作(zuo)涉及面廣,針對(dui)(dui)性(xing)強,需要有(you)(you)資質(zhi)的(de)(de)(de)(de)(de)醫(yi)護人(ren)(ren)(ren)員正確(que)規范(fan)操作(zuo),建議(yi)將(jiang)突發情況(kuang)及時(shi)報告醫(yi)務室或校(xiao)外(wai)醫(yi)療機構(gou)處置;第(di)三,關(guan)于(yu)清理辦公室毀(hui)壞(huai)桌(zhuo)椅的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an)。不立案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):無明確(que)地點;第(di)四(si),關(guan)于(yu)修剪學(xue)校(xiao)內路邊(bian)的(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an)。不立案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):屬于(yu)明喆物業綠化管(guan)理日常工(gong)作(zuo);第(di)五(wu),關(guan)于(yu)校(xiao)門增(zeng)加校(xiao)區標識,設計(ji)考慮建筑風水的(de)(de)(de)(de)(de)提(ti)案(an)(an)(an)(an)。不立案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):不符(fu)合(he)一(yi)(yi)事一(yi)(yi)議(yi)原(yuan)(yuan)則,其中一(yi)(yi)事提(ti)法(fa)亦不妥(tuo)當。

  二、提案受理情況

  在落實(shi)提(ti)(ti)案(an)(an)辦(ban)理(li)的(de)過程中,學校工(gong)會(hui)多次召開(kai)提(ti)(ti)案(an)(an)工(gong)作(zuo)委員會(hui)會(hui)議(yi),及時與有關的(de)職能部(bu)門進行溝通,完(wan)成提(ti)(ti)案(an)(an)處(chu)理(li)落實(shi)工(gong)作(zuo)。

  64件(jian)提案涉及到教(jiao)學(xue)、科(ke)研、學(xue)生、人事(shi)、行政教(jiao)輔、生活(huo)服務及其它(ta)等7個方(fang)(fang)面。其中“(一)制作佩戴(dai)校徽;(二)開設“書(shu)院論壇”;(三)推進解決教(jiao)職(zhi)工集(ji)資款;(四)進一步完善校園無線網(wang)絡覆(fu)蓋;(五)新增校區電(dian)瓶車、方(fang)(fang)便師生員工出行”等5件(jian)提案確定(ding)為2013年(nian)度學(xue)校為教(jiao)職(zhi)工辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)(an)委員(yuan)會(hui)是雙代(dai)會(hui)提案(an)(an)落實的(de)最(zui)基本的(de)工作(zuo)組(zu)織。本著“提醒重視,溝通交流(liu),推(tui)動進程”的(de)工作(zuo)原則,對與多(duo)部(bu)門(men)相關的(de)提案(an)(an),注(zhu)重組(zu)織協調(diao);對常規(gui)提案(an)(an),逐(zhu)一(yi)跟(gen)蹤檢(jian)查。一(yi)年(nian)來(lai),在校分管領(ling)導(dao)的(de)指導(dao)、各部(bu)門(men)支持、以及全體委員(yuan)和(he)校工會(hui)共(gong)同努力(li)下,較(jiao)好(hao)地履行了職(zhi)責,順(shun)利地完成了工作(zuo)任務。

  1.做好提案宣傳工(gong)作,使廣大教(jiao)職工(gong)和雙代會(hui)代表加(jia)深對(dui)提案價值的認(ren)識(shi):即提案是雙代會(hui)廣泛聯系群眾、集(ji)中(zhong)群眾智慧、吸(xi)引教(jiao)職工(gong)參與(yu)學校民(min)主管理和民(min)主監督的一(yi)個重要途徑。

  2.保證提案調研(yan)時(shi)(shi)間。嚴格(ge)執行(xing)雙代會(hui)相(xiang)關規定,督(du)促(cu)代表樹立群(qun)眾(zhong)意識,平時(shi)(shi)注意群(qun)眾(zhong)反映(ying),為提案準(zhun)備(bei)信(xin)息資源(yuan),及(ji)時(shi)(shi)反映(ying)教職工的意見和(he)建議(yi)。

  3.準確把握提(ti)案的(de)立(li)案。凡(fan)是(shi)按(an)要求提(ti)交的(de)提(ti)案表,原則(ze)上(shang)都予以(yi)立(li)案。對于(yu)沒(mei)有立(li)案的(de)提(ti)案,即使是(shi)個(ge)案或建議(yi),本著實事求是(shi)的(de)態(tai)度(du)認真對待和(he)處理。

  4.不(bu)斷提高提案(an)辦(ban)理的(de)質量。一是規范提案(an)辦(ban)理的(de)程序;二是加大督(du)辦(ban)的(de)力度,跟蹤落實(shi),確(que)保能(neng)解(jie)決的(de)問題(ti)及時(shi)(shi)解(jie)決。一些因客觀原因一時(shi)(shi)做(zuo)不(bu)到的(de),則做(zuo)好解(jie)釋工作,真(zhen)正做(zuo)到案(an)案(an)有回音,件件有交待。

  5.推動承辦(ban)單位實施“一把手”工程,確保交出滿意“答卷(juan)”。在提(ti)(ti)案(an)(an)辦(ban)理過程中,絕(jue)大(da)多(duo)數承辦(ban)單位一把手親(qin)自負責,親(qin)自過問,從(cong)嚴(yan)要求(qiu)、從(cong)快辦(ban)理,表現出對學校事(shi)業高(gao)度負責的態度。人(ren)(ren)事(shi)處承辦(ban)提(ti)(ti)案(an)(an)14件、意見和建(jian)(jian)議5個;后勤基建(jian)(jian)處承辦(ban)提(ti)(ti)案(an)(an)11件、意見和建(jian)(jian)議12個。此類提(ti)(ti)案(an)(an)大(da)多(duo)是民生話題,直接關(guan)系到師生員(yuan)工的切身利(li)益。在接到提(ti)(ti)案(an)(an)后,兩個部門負責人(ren)(ren)分別帶領有關(guan)人(ren)(ren)員(yuan),認真(zhen)分析原因,限時辦(ban)理,并加強與提(ti)(ti)案(an)(an)人(ren)(ren)溝通,爭(zheng)取提(ti)(ti)案(an)(an)人(ren)(ren)的理解(jie)和支持。

  至2013年(nian)底,在各承辦部門的(de)大力(li)支持(chi)和配合(he)下,已全部答復提案人。承諾為(wei)教職(zhi)員工辦的(de)年(nian)度(du)5件實事(shi)中(zhong),書院(yuan)論壇開始運作(zuo);電(dian)瓶車(che)新增(zeng)了3輛;校徽在進一步的(de)改進;校園無線(xian)網絡在進一步的(de)完(wan)善;教職(zhi)工集資款這一歷史遺留問(wen)題正在處(chu)理(li)中(zhong),學(xue)校一如既往積極與(yu)上海(hai)思博(bo)職(zhi)業技(ji)術(shu)學(xue)院(yuan)聯(lian)系,責成校內有(you)關公司按公司法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地(di)予(yu)以解決。3月20日,上海(hai)思博(bo)職(zhi)業技(ji)術(shu)學(xue)院(yuan)黨(dang)政主要領導帶隊(dui)來(lai)校尋求(qiu)解決途徑。我們將(jiang)繼續跟蹤推進,確保教職(zhi)工的(de)合(he)法(fa)權益。

  綜上所述,上次會議64件(jian)提案中,不宜采用和難以落實(shi)的(de)共10項,占(zhan)(zhan)15.6%;其(qi)余54件(jian),已經(jing)落實(shi)和正(zheng)在(zai)落實(shi)的(de)48件(jian),占(zhan)(zhan)75.0%;還有正(zheng)在(zai)論(lun)證,經(jing)過努力可以完成的(de)6件(jian),占(zhan)(zhan)9.4%。

  提(ti)(ti)(ti)(ti)案委員會向提(ti)(ti)(ti)(ti)案人發出(chu)(chu)《提(ti)(ti)(ti)(ti)案反(fan)饋(kui)意(yi)(yi)(yi)見評價表(biao)》,對職能部(bu)門承辦的64個提(ti)(ti)(ti)(ti)案給出(chu)(chu)“滿(man)意(yi)(yi)(yi)”、“不滿(man)意(yi)(yi)(yi)”、“無(wu)所謂”的評價意(yi)(yi)(yi)見。統計(ji)結果為:2個提(ti)(ti)(ti)(ti)案被(bei)評“無(wu)所謂”,5個提(ti)(ti)(ti)(ti)案被(bei)評“不滿(man)意(yi)(yi)(yi)”,57個提(ti)(ti)(ti)(ti)案都被(bei)評為“滿(man)意(yi)(yi)(yi)”,提(ti)(ti)(ti)(ti)案反(fan)饋(kui)意(yi)(yi)(yi)見的滿(man)意(yi)(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提(ti)案工作與(yu)過去相(xiang)比(bi)有進(jin)步,但仍然存在(zai)一些問題(ti)和不足。

  1.個別提案承辦部門對所辦理的(de)提案重視程度不夠,辦理過程拖拉,辦理質量不高。

  2.雙代會代表提案工作(zuo)水平(ping)有待提高,特別(bie)是提案撰寫比較集中(zhong)民生福利,而對學校發(fa)展大局關注度不夠。

  針(zhen)對(dui)存在(zai)的(de)問(wen)題,我們提出改(gai)進工作的(de)措施:(1)加強與(yu)提案(an)承辦部門溝通,提升他們對(dui)提案(an)落實工作重要(yao)性的(de)認識;(2)在(zai)可(ke)能的(de)條件下(xia),對(dui)雙代會代表進行提案(an)方(fang)面的(de)培訓學(xue)習(xi),提高(gao)提案(an)工作水(shui)平。

  六、總結表彰

  經工會委員會評選,2013年度4個(ge)“優(you)秀提案(an)”和2個(ge)“提案(an)承辦先進單位”分別是:

  第(di)(di)(di)一,鄭永森、張臻、蘇(su)文代(dai)表(biao)提出(chu)的(de)“開設‘書院(yuan)講壇(tan)’,推(tui)進(jin)書院(yuan)制(zhi)改革和文化(hua)育人(ren)工作(zuo)”;第(di)(di)(di)二(er),麻小紅、魯林華、施蓓、朱方(fang)來、鮑薇薇、邱浩(hao)、肖(xiao)景文、王(wang)群、張雷代(dai)表(biao)提出(chu)的(de)“公布學校教師(shi)集資(zi)款運(yun)營狀(zhuang)態(tai)”;第(di)(di)(di)三,郭剛、吳鋒、余菲、李放(fang)、尹向(xiang)東、陳燕(yan)代(dai)表(biao)提出(chu)的(de)“將無(wu)線(xian)網絡覆(fu)蓋(gai)整個校區(qu)”;第(di)(di)(di)四,袁(yuan)述義、楊燕(yan)云、文小龍代(dai)表(biao)提出(chu)的(de)“制(zhi)作(zuo)佩(pei)戴校徽”。

  2013年(nian)度2個“提(ti)案承辦先進(jin)單(dan)位”分別是人事處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校《教職工(gong)代表大會(hui)工(gong)作細則》和工(gong)會(hui)的有關規定(ding),校工(gong)會(hui)于(yu)今(jin)年3月初向學(xue)校提(ti)(ti)交了(le)“關于(yu)召開第(di)五屆教代會(hui)暨第(di)六屆工(gong)代會(hui)第(di)二次(ci)會(hui)議(yi)的請示”,并于(yu)3月14日(ri)得到校黨委(wei)批(pi)復,啟動大會(hui)的籌備程序(xu),給各分工(gong)會(hui)發出(chu)了(le)向代表征集提(ti)(ti)案的通知。代表們圍(wei)繞(rao)學(xue)校發展、人事制度改革以及教職工(gong)所關心的問題(ti),認真思考,深入調研,廣泛聽取意見,負責任地提(ti)(ti)交每一個(ge)提(ti)(ti)案。

  截至(zhi)3月25日(ri),本次雙代(dai)會共(gong)收到99份(fen)提案(an)表(biao)(見附(fu)件2)。分為教學(xue)、科研、學(xue)生(sheng)、人事、行政教輔、生(sheng)活服務及其(qi)它等(deng)方面。會后,提案(an)工作委員會將本著務實革新(xin)精神,對代(dai)表(biao)們提出的提案(an)進行歸類整理(li),認(ren)真討論研究是否立案(an),同(tong)時送校領(ling)導批示,提交(jiao)相關職能(neng)部門落實辦理(li)。
